Visual Studio 2013 NuGet package management doesn’t work well.

When I try to install nuget packages in Visual Studio 2013, 
I can’t connect to the nuget.org and can’t see any nuget packages to download and install.

Reproduce Steps:

Launch Visual Studio 2013 > Create a simple new project (maybe C# console app) 
> right-click the project > Manage NuGet Packages… > Online > All

Then you can see the “Retrieving information…” displays, but after a while, 
VS still displaying “Retrieving information”.

NuGet Recommendation: Visual Studio 2017 and later!
